Where can I set the language for email notification messages?

Messages like those from WebNotify are always sent in english to me. Where can I change this language setting? My wiki is set up with different languages for each web, and users from different countries, so it would be good if each user could choose his preferred language, or at least each web has its own language. How can I do that?

This appears to be a feature in the upcoming Foswiki 1.2.0. Each user can set a LANGUAGE preference which is used when the templates are expanded. Unfortunately it doesn't look like that code is in Foswiki 1.1.9
