FreeBSD 13.2, Apache 2.4, FOSwiki not CGI interpretation

Typically, I can make sure that .php or .cgi or anything else works correctly in Apache 2.4 on FreeBSD .

However, I am just having a very hard time as to the configuration and tree structure of FOSwiki to allow fast-CGI to interpret the foswiki.fcgi page. I get nothing except the text in PERL.

It seems like a problem with the handler or the way the paths are set up.

I'm attaching my latest versions of httpd.conf and foswiki.conf.
