Error configuration tool after update from 1.1.2 to 1.2.3

The first installation was done with the 1.1.2 configuration tool.

System: Windwos 2000 + Apache / Strawberry

Every worked fine.

After updating the files with 1.1.3 the configuration tool is no longer working. The Wiki itself is working fine. I can login as admin, but when I try to logon the configuration page it fails.

Use of uninitialized value $Foswiki::foswikiLibPath in concatenation (.) or string at C:/Programme/Foswiki/Foswiki/lib/Foswiki/Configure/TemplateParser.pm line 67.

I checked LocalLib.cfg, the installation path is unchanged. Shall I reinstall 1.1.2 with the installation tool?

See Tasks.Item10883 and also Question873. This is a known issue caused by use of "windows style" forward slash in the bin/LocalLib.cfg file.

The windows style slash is the same style as in 1.1.2. Must be something deeper. Perhaps a path to perl, etc.

I'm so good in using al this programming language, so I run the configuration tool for 1.1.2 again and it works again.
