Seems like this is the HTML #0146 or Windows Alt+0146. I'm glad to see it works here, because it doesn't work on my wiki. This may be related to my version (1.1.9) or there is some incorrect UTF setting? The files is saved as Qo’ but displayed as Qo’ everywhere.
