Feature Proposal: Add beforeRenameHandler to the Plugin API

Motivation

Allow a plugin to enforce topic naming conventions or other controls on topic names during a rename/move operation

Description and Documentation

Allow plugins to object to the proposed new name of a topic or enforce other pre-rename controls or perform other preparations for renaming the topic.
