Feature Proposal: Some plugins would like REST handlers that do not require authentication.

Motivation

I wanted to add an unauthenticated REST handler to a plugin while porting TWiki:Plugins.ExitPlugin (Tasks.Item1359).

REST functions really ought to be classified into "requires authentication" and "does not require authentication", with the default being the former.

PermLinkPlugin absolutely requires this.
