Every Foswiki A Repository

If and when Foswiki is in CPAN, there will be a host of places to download it from. However, until then, every participating Foswiki site could offer a signed Foswiki package to download. Participating sites would install a plugin that would add them to a list of mirror sites. Although the Foswiki package could be offered as a simple download from the pub/ directory, it could also be offered through the plugin, which would do some simple load-balancing/throttling/limits.
