PublishPlugin removes previously published topics

Hello,

It appears that every time a topic or web is published as a file, all previously published topics are erased. In order to use the Foswiki and the PublishPlugin to maintain our public website, we would need to be able to publish individual pages whenever they are ready without removing other pages that were previously published. Any suggestions would be greatly appreciated.
