TinyMCE and ATTACHEDFILELINKFORMAT

TinyMCE produces links to attachments of the form:

<a href="https://www.site.com/pub/WEB/TOPIC/FILENAME.txt" target="_blank" title="Comment about file">FILENAME.txt</a>

or

[[%ATTACHURL%/FILENAME.txt][FILENAME.txt]]

despite the following line in site preferences:

* Set ATTACHEDFILELINKFORMAT = \n * [[%ATTACHURL%/$fileurl][$comment]]

Shouldn't TinyMCE respect this setting? Or can it be configured separately for TinyMCE? This kind of thing leads to confusion for new users.
