TOC not finding headings in ViewTemplate

I have an auto view template for displaying some form-based info. This view template has headings (H2 level).

I want the at the top of the page, so it is not actually part of the %TOPIC but its placed in the view template. The downside is that i only get the headings from the view template expanded into the table of contents. I ideally want to have the headings from teh topic text also expanded into the view template's table of contents.

This is a known bug (see Tasks.Item2317 ). As noted in that topic, a simple workaround is to use this in the view template:

%TOC{"%BASETOPIC%" web="%BASEWEB%"}%
%INCLUDE{%BASEWEB%.%BASETOPIC%}%

Using this format, the table of contents will include any headings in both the view template and the base topic.
