ApprovalPlugin Can not set user rights for status

Hello,
first thank you for the great software.

I use LDAP authentication, notify is working but the emails do not show any users who can change the status, the right settings for the topics are working, but anyone can change the statuses of the topics although only one user is authorized to do it.

This is the e-mail from foswiki:

The Approval State on Main.Dokument00019 has been changed from Validieren to Abgelehnt.

The following are allowed to approve the next state:

The message for this state is:
'This document is waiting to be sent to the Stage Reviewers for review.'
