Include a specific image attachment comment in topic

I would like to include just the comment of a attached image in a topic text.
The attached image should be updated monthly and to avoid editing the topic text or image caption, the comment of the attached image should be updated. For ordinary users this could be done easier than editing the topic.
Is there a possibility to query the comment of a specific attached image and include it into the topic text?
