Issue with upgrade to 2.1.7 in switch from livequery to mutation observer

In upgrading from 2.1.6 to 2.1.7 using the "Upgrade package", I ran into an issue in which the configure screen becoming inoperative after unpacking he upgrade package. Here's is a screenshot of what the configure page looked like:

See the upgrade instructions: it says 

cd tools
./configure --save

Please do so.
