EditChapterPlugin requests pencil.png

I'm running EditChapterPlugin(1.21, $Rev: 1859 (08 Jan 2009) $), which was installed via the configure script. It requires 
%PUBURLPATH%/%TWIKIWEB%/EditChapterPlugin/pencil.png
which is not present in my installation (the TRAC page and all other references indicate it should be there). However, I do have ueb.png. I suppose this could be renamed/copied to pencil.png. Is this recommended, and is there an error in the packaging?

Filed as Tasks.Item8067 and created a new release Extensions.EditChapterPlugin
