I have one web the following WebPreferences:

Set NOAUTOLINK = 1

...

Set ALLOWTOPICCHANGE = Main.UrzGroup

but users in this Group can't change the topics in the web.

If I add such a user like Main.UrsulaRiedel in ALLOWTOPICCHANGE it works. It also works if I remove the NOAUTOLINK definition. This could be an old TWiki bug ...

NOAUTOLINK is a purely rendering-related function and has absolutely nothing to do with how access controls are evaluated. I'm not saying you don't have an issue, I'm just saying NOAUTOLINK is not the cause of it. It might be something related to the syntax of the web preferences file that makes it look like the NOAUTOLINK setting is involved, of course. Can you research further?
