Item10538: Add missing logo foswiki-poweredby.gif for better compatilbility with older releases.

System.Skins still refers to foswiki-poweredby.gif even though it is no longer present (starting from Foswiki 1.1.0?)

first, people may have already built skins and sites using it (certainly i have). at least people who have upgraded will still have the graphic present from their original installation.

second, although there is another similar graphic, foswiki-badge.gif, it is not the "moral equivalent" of a (tm) "powered by" logo, which have a specific aspect ratio and a specific size (and are often lined up in a row together---is this the modern colophon? sigh)

task is to update ProjectLogos with a new "powered by" graphic (80x15). System.Skins can retain its (now) current use demonstrating the foswiki-badge graphic (as that is generally more appropriate), but will also receive updated docs about foswiki-poweredby

no, only documentation which refers to foswiki-poweredby instead of foswiki-badge. a new graphic still needs to be made.

modernized and added back the foswiki-poweredby.gif Not used in the skins.
