Renaming a topic silently fails when running the rename script on the commandline.

This is probably due to /lib/Foswiki/UI/Rename.pm, line 240, which checks the query method. If running the script on the commandline, the query method is RENAME instead of POST, aborting the rename.

i've not confirmed, but it'd be nice to make sure this works for 1.1.3 - I may get to it when i wake tomorrow

Ok to fix for 1.1.3 but I would not hold back a release for such a narrow scope corner case.
