Item10685: Func::createWeb fails to customize WebPreferences as documented

it doesn't pass on the $options hash to customise the webprefs

and blindly adding it in didn't fix it.

needs a unit test, and a fix.

This breaks the AddressTests and StoreTests, so there ya go, there are test cases for it

blindly adding $_[2] worked for me...
