Item11282: Configure should warn that a switchboard entry needs to be created

Installing KinoSearchContrib on 1.1.3 does not add it to the switchboard. It requires changing an option in configure before it is added.

Possible easy fix: detect in the installer when the user needs to have configure modify localsite.cfg and ask them to do it (like how they are asked to enable plugins).

Confirmed. We need some way to detect and warn that a switchboard entry needs to be created. Even when you edit / save the config, the switchboard entry is "hidden" and there is no record that the field was added. This can be very difficult to debug.
