Topics which have "Set ALLOWTOPICVIEW = SomeUser" set are not listed all the time in %TREE...%

Following steps to reproduce: User1 creates TopicA with Set ALLOWTOPICVIEW = User1, so this page should be hidden for everyone except User1. %TREE ... on the WebHome topic will list TopicA for User1 since User2 does not have any permission on TopicA it will be hidden in the %TREE ...

Step2: User2 changes the WebHome topic, and now, TopicA will be hidden in the list view for everyone including User1.
