If a plugin or external tool creates a topic name beginning with a lower case letter, the topic will show up on searches, can be %INCLUDED, but cannot be reached by URL. Foswiki always does
ucfirst
to the entered name, and then reports topic not found.
Marking this urgent, as it's possible to end up where only file system access can manage the topic.

Deferred to 1.2. This would be a significant change.
and could be totally mitigated by the simplify case feature proposal of mine from er, 2003 - where we match caselessly unless a perfect case match is found.

As George says, this is working by design. To change this design is an enhancement, so regrading from Urgent to Enhancement.

I flipped this to
ProposalRequired. There is at least one proposal that probably need to be considered along with this one.
NumbersAsUpperCase Also probably has implications for future language support for unicameral languages.
