A 'RemoveTrashPlugin' should be created which provides end-users with a button to 'empty' the Trash web.

There's a store-agnostic alternative now, TrashPlugin, ready to be used. Closing this task as work seems stalled. Reopen in case you still want to continue on RemoveTrashPlugin.
