Item11986: Need code to clear out old registration_approval requests

The registration_approval files never expire, and build up over time. Foswiki.org had well over 600 pending requests.

• Add a function to clean out old files.
• Default registration lifetime $Foswiki::cfg{Sessions}{ExpireAfter} = 21600; (6 hours).
• Callable from tick_foswiki
• If positive lifetime, check during registration, otherwise check from tick_foswiki.
