LocalSite.cfg ist considered to be located in lib/LocalSite.cfg If the debian package is used to install foswiki, this file is moved to /etc/LocalSite.cfg This makes problems, as e.g. LatexModePlugins requires and documents modifications to be done to this file. A solution might be to show the path to LocalSite.cfg in the configure-script, or, better, don't "allow" a special installer to make such deep changes to foswiki, as not so eloquent users need a lot of time to find out things like that ...
