Catch all task for Checker issues exposed during the 2014 Configure redesign.

~~LANGUAGE.pm, Email/SSLCaFile.pm, and Email/SSLCaPath.pm checkers still depends upon Configure::Load::expand()~~
~~Email/SSLCrlFile.pm depends upon Load::expand, and also guesses and alters config values.~~

~~ConfigureFilter checker is too aggressive - only warn on empty AdminGroup if sudo password not set~~
~~DefaultHostUrl should accept IP addresses as well as hostnames.~~
