Item13184: CompleteDocumentation takes a ridiculous amount of time to load

It's grown so much that the server struggles to generate the doc, and the browser struggles with the sheer size of the DOM.

It really needs cutting down. Somehow.

I'm making this a release blocker because it's fairly natural for a new user to drift to that page, even if they never actually print it.

Another option... Sometime prior to release we use one of the publishing plugins to generate the complete documentation as a PDF.

With the warning in place, I'm happy with this for 1.2, so re-allocating to 2.0
