The package installer no longer gets a Foswiki SESSION. Checkin is silently skipped, and files are not update.

Seems as though there are two issues One I've been unable to recreate.
  • Running installer from cli, topics requiring a checkin are ignored.
  • Running from web, on foswiki.org, it claimed to checkin the ExternalLinkPlugin topic, but the topic was not updated. Initially thought it was a cache issue, but confirmed that the .txt file was not being update.

Marking this fixed. Unable to recreate the issue on foswiki.org. However the CLI issue was easily fixable.
