Item13692: EditRowPlugin puts the edit button the wrong place when EDITTABLE comes before TABLE.

I am running through the set of test cases we have in the TestCases web. They are good manual tests that must be run in a browser.

And here is the first failure.

The edit button is placed above the table and editing fails with this example.
