Remove old versions of JQuery that are not really usable. Need to keep a few back versions, maybe major version released with Foswiki 1.1.9?

Clean up the unusable perl and java based compression code.

Do no remove deprecated jQuery plugins for now. Defer that for a major Foswiki rev.
