Item14046: WorkflowPlugin undocumented Allow View column in workflow definitions

I was working with an application where view access rights for created topics needed to be set and discovered that WorkflowPlugin was over-writing the permissions and removing any view access permissions. Not finding a way around this, I dove into the code of WorkflowPlugin and discovered the un-documented "Allow View" column in workflow definitions in addition to the "Allow Change" column. I tried including an "Allow View" column and it worked in setting view permissions for each state.

Should this feature be documented in WorkflowPlugin or is there some issue with with it? If there is an issue, then we need to revise the code that steps on other permissions set via normal mechanisms.
