The bulk_copy.pl script can currently not use VirtualHostingContrib hosts as a target. While this could be fixed with a version of bulk_copy.pl in VirtualHostingContrib, it may be better to directly fix it in the core.

Unfortunately this is mixing changes for a non-default extension into core. At minimum it needs a FeatureProposals. Unless VirtualHostingContrib becomes a default extension, it's not good to entangle the code.
