Item14391: Comment macro needs a way to suppress empty posts.

I do this all the time and have noticed others as well, don't notice where the focus is, hit enter, and post an empty comment into the Tasks web.

Add an option to the %COMMENT{ macro:

Name	Description	Default
noempty	Suppress empty comments if enabled.	off

The use of "noempty" is consistent with the other "no*" parameters, nopost, nonotify, noform.

We would also need a way to alter the default, Possibly COMMENTPLUGIN_NOEMPTY configuration variable?

Setting this to confirmed, though in looking at the code, it will be complex. Another option might be some way to set a template field as "required" to block empty comments.
