Item14558: Enable force password change when htpasswd encoding is changed.

Now that Item14506 is adding the ability to force a password change, add a configure option that forces a password change if the encoding of the current password doesn't match the new password encoding.

It's a minor feature, disabled by default, that can help migrate a .htpasswd file to a more secure encoding.
