Item14620: BuildContrib lacks possibility of executing some actions before and/or after targets.

Though it is possible to implement own targets they must be run manually and there is no way to make them a part of build release, for example. It is desirable to have support for {pre/post}_target hooks by letting a developer implement pre_target_* subs in a plugin's local build.pl.
