Item14784: Provide option in TrashPlugin to delete TrashAttachment attachments but not topic

One of the larger space-consuming issues in trash is folks deleting large files to TrashAttachment. It would be nice if this plugin would delete these old files (on same schedule as set) without deleting the TrashAttachment topic itself as I imagine that would create problems.

For implementation, I suppose I'd propose the simplest mechanism of simply adding this as a configure option (chedkbox) to enable deletion of attachments in TrashAttachment.
