Publish plugin does not publish content referred in stylesheets through the url(...) function. It does not deal with the data: prefix and has various other quirks

I have changed the processing so PublishPlugin supports references of the form url(somefile.ext). That is: somefile.ext exists in the same directory as the .css file.

Other references need to be investigated.

The url() function can occur anywhere in a <style> tag. PublishPlugin does not cater for this case.
