Item15204: remove non-core plugins from distro repo

Current core plugins - those that are shipped as part of the distro - are listed in core/lib/MANIFEST. Any other plugin or contrib should be moved out of the distro repo into a repo of their own. Longterm, the distro repo should be split up all together with every extension into a repo of its own and the foswiki core into a core repo.

For now we can move:

• RenderFormPlugin
• QueryAcceleratorPlugin
• PatchFoswikiContrib
• EmptyJQueryPlugin
• ZonePlugin

Some are used during development only and are bound to the actual release cycle of the foswiki core:

• TestFixturePlugin
• UnitTestContrib
