The use of BerkeleyDB is known to be prone to deadlocks. I tried PrefsCachePlugin and quickly locked down the site completeley. Fixing locking in BerkeleyDB is like building a submarine from toothpicks, thus probably not worth fixing. Implementing a different storage backend might be a more promissing approach, if at all now that we have a well performing memory caching implementation in Foswiki-2.1.9 (see Item15338).
