WorkFlowPlugin, if you enter a state that does not allow edits, you find correctly that the topic cannot be edited. However, the locking does not prevent you from changing data in
EditTables within the topic.
I am also having this issue.

Sorry, no, it doesn't.
EditTablePlugin does not respect WFP access controls. There is no clean way to do this in current code, but I'll leave it open as an enhancement for consideration in 2.0.0.
