After considerable discussion in #twiki yesterday, it seems pretty clear that a script should be written to move
ACL
from topic text to META:PREFERENCEs, leaving behind a comment about the move to make it easy to find topics that were modified by the script in case there is residual cleanup (such as comments about the Sets which obviously can't be moved automatically or now-empty HTML comment tags).
While this does not move ACL out of band, it
would allow for more efficient ACL checking, since the topic text would no longer have to be checked.
Until if and when it's decided how to clean up ACL for real -- whether allowing it only in META:PREFERENCEs or moving it out of band completely -- the more efficient checking would have to be a option set in
Configure
.
Using a
DBCacheContrib alike technology would be much more efficient.

No objections to that. Just suggesting a first step.
