While we have the laudable goal that nothing should ever be lost, there are times when it is only practical to be able to fully delete a topic or an attachment. The RcsFile API needs to be extended to support this (you can already fully delete a web!)

Yes. Store.pm has the 'remove' API that destroys a store item utterly, however RCSContrib doesn't implement it fully.
