There is still a bunch of useless code for "mirror sites"

AFAIK no one uses this, or has ever used it.

Remove it.

Reopened because I misinterpreted a piece of code perlciritc noticed; a good reason for perlcritic!

Darn it. I must have been the only person using this. Is there an easy way I could re-implement this as a plug-in, or am I going to have to patch my install by hand?

DistributedServersPlugin is the work designed to provide this functionality in a better way.
