ContribPackageHowTo needs to be created (use copy from old Plugins web).

Dig the ContribPackageHowTo out and name space change it is a minumum.

I just did that.

I do not move the old topic because Foswiki barfs when you move a topic with a form to a web where the same form is not present

And besides the history of this type of document is not really relevant.

The reason we need this topic is at least that many old contribs link to it.

Feel free anyone to rewrite it.

Also we probably need some navigation in the Extensions web that leads to this topic.
