it causes groups to be empty, and generally fails to allow users to do much.

I have not yet worked out the best way to resolve this, or even if we should make it work / if it used to work...

and once we do, there'll be more unit tests needed

its an odd case, as TemplateLogin will allow anyone to login in as anyone, without knowing a pwd, while apache auth would work the other (safer) way

setting to non-urgent - I've commited what is needed for it not to crash.

This should be checked in a configure checker. I don't believe any core code changes are required.
