This entry is a left-over from the TWiki to Foswiki migration and has already been answered. It's been to do with the documentation (Reference manual), not with programs/plugins etc. When I started to play with TWiki and its features, I was confused by the fact that support for custom HTTP parameters was explicitly mentioned in the 'EDIT' script section only (which is still the case). The truth is, custom HTTP parameters can be passed in with all scripts (at least VIEW and SAVE)

No, the documentation has not been updated. The answer I got at that time was pointing me to
VarURLPARAM. I was told that it's described in there. Who is taking care of changing the original documentation? I have never done this.
