The TWiki::Time::formatTime knows can format GMT and servertime
but its cousin TWiki::Time::parseTime does not and uses timegw() from Time::Local
no matter what. This is unprecise if you want to parse in a user supplied time string
in servertime format and diff it agains some epoch seconds.
