several have summaries that are really unhelpful to the user - shouldn't be too hard to remove TML?

We have a lot of history around $summary. Some in closed T bugs. We still have this open
Item1376 which also lists some concerns about changing spec and a proposal for enhancement to meet exactly the requirement for this problem.

There is a huge trap recreating above and new problems by changing behavior of the $summary. So we have to be very very careful.
Maybe we fix the category views a tiny bit but we can easily break many of peoples applications.
Personally I find the Category searches totally useless in our documentation. We try and make a $summary be part of the top level navigation topics. In my view such a feature is only useful in free text searches where people search for anything and need to evaluate the result. But thinking that we get anything useful out of it in a formatted search is wrong. Either we should maintain these category topics manually and organize them in a way that fit humans. Or we should place a one liner description in each distributed document and show this line in the search result. No matter how we resolve this bug item the Category topics will remain a list of topics with useless summaries.

I disagree that the category is useless - I use the ones we have in our docco alot - and i think its important that we support different kinds of ways into the info.
the one liner description idea - good reminder - we discussed this, and topic title a few times, but didn't act - except for the SHORTDESCIPTION se use on Extensions.
Your list of past failing attempts is appreciated - we will obviously need to be careful and clever.
in summary, I do not thing we should do one or the other, i think we should do all.

AdminToolsCategory has been changed to not use a search. Removing the reference from the Summary. And from the above, sounds like a proposal would be required.
