Item8018: Update to foswiki

I will fix this while learning. If anybody beats me to it that is fine. I will also do Item5401 to get SQLite supported.

Most changes are done in svn and committed, no change in code functionality, only change to System web and Foswiki. Got build.pl to make the release files but target upload says it's doning upload but nothing appears at DatabasePlugin.

Later: upload fixed, server config problem, caused error 303 caused by fowiki.org instead of www.foswiki.org.

And later: "Find more extensions" from configure don't show databaseplugin....Running the installer script seem to download and install the plugin fine. It even worked with SQLite, which means maybe Item5401 in no problem anymore.

What I suspect is missing is a correct version numbering and tests, which I am blank atm. Don't know if it should be "Waiting for release" yet or what.

Closing, plugin is changed and uploaded so new issues will create new task.
