Add {-valign=>"top"} to CGI::td call in sub formatHTMLTable in Format.pm module at line 197.
This isn't a bug, but at least in Safari 3.2.1 the cells are centered veritically which is kind of ugly for the use I intend for it.
Great plugin.

i would recommend a CSS change instead.

I tried to add the suggested CSS.
The result is not looking good in practice.
The real issue is that when you have more then two lines in the action description (especially when people add follow up text) it is impossible to see where an action starts and where it ends. Having the neighbouring cells alligned all at the top solves that but it also makes the coloured text fields and the open/close fields look very odd.
The better solution is to add horizontal grid between the actions. I added this some months ago and got very positive response from my users that used to style the tables with TABLE tags in the very old versions of ATP (before it got its own style sheet).
Michael maybe you want to try this version?

For some reason I missed moving that attribute into CSS when i was making the rest of the changes. I have now changed it so that two classed, atpOrientRows and atpOrientCols, are added when these different orientations are selected.
