I experienced this

I needed to go to configure to change a setting and the Foswiki cache was enabled using the file cache mode.

But when I looked up the configure I was presented with the UserRegistration page instead. The URL said configure in the browser but the cache returned UserRegistration.

The only way I could get into configure was by disabling the cache which required that I hacked the LocalSite.cfg file via the filesystem. It was impossible to do it via the browser.

I would assume that Foswiki cache only caches view, not the other scripts.

The FoswikiCache does not cover configure at all.
